No Pre-Emptive Strike
The Bush Doctrine overturned a long-standing U.S. policy of defensive warfare, based on actual threats. The new doctrine was based on eliminating potential threats to U.S. global economic, political and military dominance. The key word used by the Administration - "pre-emptive strike".
